Bro, Tshisekedi shoulders responsibility as to why RDC descended into a failed state. The 1967 Constitution that he co-wrote established a unitary government with an executive office absent of term limits. The man has a doctorate in law; there's no way he could have not known the consequences of such a charter, especially if the wrong person becomes president!
Granted, he was pursecuted for levying criticism against the regime. However, he utilized none of the international support he had to galvanize the necessary support required to take over the government.

His legacy is synonymous with bold promises and settling among the unacomplished. You can't point to one actionable reform he is responsible for that the people of Congo are better for that sacrifice...
