Nah it doesn't work like that if you aren't Congolese no matter who you are I think you need a visa, and the visa need to be accorded before the trip, Congo doesn't allow the two nationalities system so if you are Belgian you are Belgian and your Congolese rights are stripped. Alain should have tried the Diplomatic Passport route
