Isnt there away these people can be settled by law, why must they be disrupting peace wherever people are having fun? cant they be arrested and prosecuted?

I have heard of the Combatants before but since i don't understand the lingala or French languages i haven't been able to know who they really are, but i have scanty info that they are people who normally attack and disrupt shows by big Congolese musicians especially in Europe, would you kindly give me a brief background of the group?
