Can you clarify your question,what do you mean you want to get a url from an mp3 file? What exactly do you want to do with the url from a file? You can only get a url if you upload the mp3 file on a file hosting site.

I used  to know a site that I forget. You load a mp3 file and get a URL  link that you can post say on FB.  Soundcloud does it but you need to be signed in.
