Is not only about the promotion, but also because he went quite years long after that the band of him and JF Ifonge disbanned while in that era the competition of the Congolese music-scene was fierce. You have only to be quite for 2 years and the Congolese people and press willlabel you as finished/dead (which is still the case today). If that happens, it will mostly very hard to make it. If you come to promote your album, they will try to humilate you and ask you why you aren't famous like Koffi, Werrason, JB, Wemba, etc. which will kill your image even more and then only coming with polemic questions. They will not even give you the time to talk about your album. A good example is this interview of Blaise Bula with Marc Tabu in 2004 (He was very lucky that Balia Ngando was well received).

You can do the biggest promotion in the world on the Congolese tv and those compil-VHS or dvd, but Congolese people (Congolese people are one of the most complicated people if it comes to consuming music of their own land) wont buy your album or do their best to listen it. Except if you had proven alot in your career for more than 10 years and have a big catalogue (for example Reddy Amisi when he came back with Compteur a Zero, King Kester Emeneya with Le Jour Le Plus Long and Nyoka Longo with Bande Annonce).

So that's why the big 4 stayed at the top of their game back then. Not just because they had well-esteemed, professional labels backing them (although Simon Music is questionable), but because they were consistent with their releases. They knew that consistency was key, so they dropped an album every 2 years at most. I wonder what the Congolese public would've thought if JB took 4 years between albums around 1998.

If that happened, JB then would be finished and someone else would have taken his place. Because back when he released Titanic there was a huge anti-JB campaign going on in Europe and Kinshasa. A good example is Defao if he didn't dissapear after Nessy de London and returned back to Kinshasa, then Felix Wazekwa and/or Adolphe Dominguez would not get easy his place and maybe even fail.
The big 4 (Koffi, JB, Werra, Koffi) also profited alot from alot o bands dissapearing between 1998-2001 (Empire Bakuba, Big Stars, Anti Choc, Wenge El Paris,) which made those fans who used to go every week going to those public rehearshing places of their band in Kasa-Vubu and Matonge, joining other bands (making those fanbases of them even bigger).
