No they're not his brothers but they grew up together in Bandal.

Did he use skin lightening cream/bleaching cream at one stage? Particularly during the Effrakata time, he just looked too light compared to present-day Fally.

Soukousfan, yes he did use bleach cream back in those days and now that he stopped using it he looms like his natural self.
