I find it stupid that a police chief has the authority to regulate what goes on TV, that's the governments job.

thats why i say they are giving him a potential huge buzz because when he'll be out he will certainly express surprise of being arrested by a police men( and of course seeing behind this who you know)

It seems nkovia is already out,he was mainly asked by kanyama about those 40 big banners spread in quarters of kinshasa to promote his concert with that name "vieux ebola" whereas they had said all what happened before has to completely stop

Nothing to do with tv on this occasion, it's about the many banners that have littered Kinshasa promoting Koffi's concert dubbed ''Vieux Ebola live in concert.'' That is bound to cause anarchy as some people would not be happy,it's like he's mocking them, they don't understand where the name is coming from.
