To be fair, I've never seen him speak Lingala...he could be Rwandan or from somewhere else.

Talking Lingala doesn't make you 100% Congolese. There are people who live in Katanga, Kivu, Provience Oriental who only speak Swahili and their local language (Kishi, Kibembe, Kihemba, Kilunda, etc.). The same for many living in Kasai. It's only people from Kinshasa who think like that, thinking that Kinshasa is whole DRC

About Joseph Kabila, it's because he spent most of his life in Tanzania. Sooner or later, we will know the real story. Laurent-Désiré Kabila also never spoke Lingala, he once tried it in 1998 during a speech in Nsele, but quickly switched to French because he accent was to strong kiekiekie. The same for Kasa-Vubu. He only talked in French and when there were popular meetings in Leopoldville or Kongo Central he would often speak in Kikongo ya Leta never in Lingala because he saw it as a language of invaders since that Bakongo were seeing Bangala as invaders of Leopolville (Kinshasa). Hence why Nzenza Landu created Abako which was before becoming a political party, first Association to promote the Kikongo-langue with as project to stop the raising popularity of speaking Lingala in Leopoldville/Kinshasa (fearing that Lingala would soon dominate Kikongo in Kinshasa and Kongo Central, which also happended), to replace Kikongo ya Leta with a proper official Kikongo-language and the indepedence of Kongo Central (having in their head the reunification of the Kongo Kingdom, getting financially help from French Congo of Fulbert Youlou and them both helping Holden Roberto of Angola who had the same idea before totally fighting for an indepedent Angola). Mobutu and Felix Tshisekedi are the only one were/are speaking Lingala, Mobutu mostly because of his authenticity-policy and to be close to population (1965-1973)
