That Celeo came with catchy cries doesn't mean that he is better than Bill. Celeo was forced to come with cathy cries because Werrason didn't like him from day 1 and until Kibuisa Mpimpa they were always looking for someone to replace him. If he came with weak and easy forgettable cries then he wouldn't had stayed in Maison Mere. Many people don't even know that he wasn't supposed to animate in the generique of Solola Bien. Bill Clinton had to animate alone and to do Celeo's cri Kulumbu kia Kiesse like the way he did Celeo's cri towards the end of Intervention Rapide. During the tour they did everything to abandon Celeo. For they abandoned Celeo in London and went without informing him to USA and Canada. People in London adviced him to seek asylum in UK and start a new life there, Celeo was eager to be with them and joined them some weeks later in Paris to participate at the Villejuif event, he and his friend even made a car-accident that day when they went from London to Paris. The succes of Solola Bien made Celeo get a permanent place in Maison Mere. If it wasn't Baby Ndombe, Flamme Kapaya and co definding him to be present at Bercy, then we wouldn't have heard him in Kibuisa Mpimpa. Werrason was mad that he had a relationship with dancer Bibiche Bercy, so he was about to get Doudou Kinda to replace him. In Operation Dragon, Werrason just wanted him to do one cri and the rest Bill. If it the late Wasenga Kipuni insisted to let Celeo made much more, then it would have been like Solola Bien.
If you had said in 2003 that Celeo is better than Bill, people would have mocked you. Times have changed. Back in 1998 atalaku's just came with 3/4 cries to animate it the whole concert long. But Bill changed that by coming with multiple cries. From then atalaku's that came with just a few cries being seen as improductive and faux animateur. Celeo would suffer alot with that even after Bill's departure. Often being openly disrespecting by Werrason, who often used to call him improductive and even journalist writing bad about him during the Europe tour of 2005 despite the succes of Alerte Generale and his hard work in it. People thought at some point that he would run away, but he returned to Kinshasa. Werrason even refused to let him participate in the featering he made with Benji and Mpassi, prefering Kene Kene and Roi David, which hurted Celeo for years.
Bill was one of the rare atalaku's that could dance and all leaders also wanting an atalaku that could dance like him. People saw it as special for the way he started to animate in Tshiluba which was rare because most atalaku's were animating in Kikongo and Lingala, which made alot of atalaku's also animate in Tshiluba (setting a new trend). Then 2001 he was animating in a foreign language (he always claims that it was in Wolof while it was a language from Northern Cameroon lol) which impressed people alot and all atalaku's also starting to animate in other languages (some in Songhai, other in Zulu, etc.). This all made him get awards of best atalaku in 1999, 2000, 2001 and 2003. Bill also his cries that stayed for years, but it's just that people don't promote it on social media. Lopele was a very popular dance back in 2007 but see you people have challenges of it on social media or using it in their dance moves no. Kisanola was the most popular dance in 2005 & 2006 but see you many people nowadays using it in their dance moves no. That's is the same story with Bill Clinton's Mbuji Mayi-Kananga cri/dance. In 1999 everybody danced and some bands even adopted it to. No today nobody dances it. The same for Tatu Kansebu of Solola Bien and sometimes soccer-players dancing the "ndekele" part of it. Idem for Miromi of Kibuisa (2001), Eloko ya Koko Elala and Tumbaku/Arretez la Musique of Miracles. It's only a few months ago that people restarted dancing Bill's version Kimbongila because of Vegedream using it.
