Couldn't they find a proper concert-promoter like Werrason who had Yann or Koffi Olomide ? Or was it they quickly planned a date for the next Europe-tour to prove Werrason a point, that they could also perform at Bercy? I remember that the event at Bercy was almost cancelled, because they hadn't paid the full amount of the rent, but some donors collected some money and the Maison Mere camp mocking JB for it saying "JB performing at Bercy with money of sangisa-sangisa".

I don't think it even deserves the title Developmental Hell, it's just pure laziness. We're all probably gonna be dead by the time Chemin de Fer ever sees the light of day. 20 years of excuses, just let that sink in.

It had  a lot of people involved because they did not want to use promoters who worked with nsone and koffi already because he feared his plans being leaked or their influence playing(you can for example see wazekwa doing olympia himself for kinda similar reasons later) so they decided to set it up  with jb and the big donors cardozo,tatu hilaire and co and badive just gave a boost to the process, jb dreamt very big for that concert so his demand was crazy i think he is until today the only artist who ever performed in france with 3 groups  coming from kinshasa who all belong to him plus the ngulu he had to add
they had the possibilty to postpone it a bit to take more time but  it would have been a shame for them competition wise to take "too long"
yes it was  originally that plan recording chemin de fer and starting  anti terro with the ppu songs, and they actually did the full pre records of chemin de fer in europe like moleso said 

badive came along with the license and some additional support to make things happen

its been stuck  in "stubborness hell" like balle de match,jb is very difficult with his choice,imagine that his home studio recods quality like elga and correction but he still feels the need to always take the songs to europe for whatever extra work
few days ago my brother was telling me that they were  songs away from  having 100 recorded  songs on which jb wakes up then finds its not good enough then he has to go change whatever in europe  even if he takes 6 months to go to europe again
every single song jb released since internet to his name were either in chemin de fer 1,chemin de fer 2, 3 or 4
