American artists do shout outs in a way cause they say something like "shout to all my niggas in/from city A" or they might say " free my nigga" and they start naming names or if they are in a gang they will bang their set. Producers now put tags like Metro Boomin has Future saying If "Young Metro Don't Trust You". As an actual pay for shout out system in American music I really doubt that. will ever happen.
