Because since 2008 you have to pay 50$ if you want to go back to your country, otherwise you will return back to home if you don't pay (except people who aren't Congolese and who don't have a Congolese background). Since 2013 or 2014 it became 55$ with also the 10$ of the Kimbuta-tax, which is in total 65$ dollars. Bro, that money went straight to the pockets of "ya Andre" and his cronies invloved in the scam. He gives a kickback of that money to higher ranking officials, which his why it's still in place and increasing.

Back in the early 2000's, Kabila kept switching Kinshasa governors almost 1 or 2 times a year until he placed Kimbuta, who pledges 100% support to Kabila.

So they claim there’s no money to do a election but meanwhile this is happening and other contracts being signed to build shit that shouldn’t be a priority at this moment...what about building top class university and schools and more hospitals

Kabila was following the path of Mobutu who was also changing gouverneurs of Kinshasa every 2 years/1 years/6 months. his father was different. Theophile Mbemba Fundu stayed 4 years the governor of Kinshasa from 1997 until LD Kabila's death in 2001 with Joseph Kabila replacing him by Christophe Muzungu who stayed for 6 months.

Mobutu was crazy he was changing also his ministers and prime ministers every 2 years/1 year/6 months.

Kimbuta had to leave in 2012, but Kabila didn't organise provincial elections that year which made everybody stay including the senators who had all to leave in 2012. Kabila is really messing with DR Congo. I remember how people back in 2007 thought that Andre Kimbuta would change Kinshasa after his hard/good work at. People still had some faith in 2 years after that until that in 2009-2010 Lingala Facile filmed Kimbuta undercover watching to a girl a saying to his collegue "Kin eko bonga lisusu te hein" hahaha, which created alot of contreversy and Lingala Facile being closed for months and conflict starting between Zacharie Bababaswe (the boss of Lingala Facile) and Andre Kimbuta which is continues until this day. I think that Zacle's ambition to become governor of Kinshasa, is just to look a way how to punish Kimbuta with that political position. He used his position as deputy of Lukunga to cancel Koffi's concerts sometimes in the Lukunga-disctrict of Kinshasa.
