I don't think that he would have incorporateed atakalu's. Because if he would have do that, then he would have adopted his music to that of Zaiko, when Pepe Felly Manuaku revolutioned the sebene by playing it differently on Mbeya Mbeya of Evoloko. While first bands were only playing like Ok Jazz or Afrisa. TP Ok Jazz had their own public. Bana OK later tried to modernize their music, by adopting the ndombolo-style without atalaku. But it was a huge artistic mistake.
I remember that Werrason went to settle in Brazzaville with his wife and daugther, when ADFL was about to enter Kinshasa. Thinking that they could do them wrong, since that Wenge Musica was close to Kongolo Mobutu. But he returned when the civil war started in Brazzaville in the same period. ADFL hadn't done anything against them. The same for Nyoka Longo from which is ex'wife Blanc-Blanc was related to Mobutu's family. He also went abroad, but returned quickly. The artist that suffered alot is Boketshu 1er, artists also talking bad about him (hence why he would become combattans) and Vox Dei which was a gospel band funded by Honoré Ngbanda "aka Terminator". He was the head of the secret service, later also minister of defence and the most feared person during Mobutu's regime in the 90s.
I don't think that Kabila would give Franco a hard time. Franco was an Icon. I think that like minister Sakombi, he would be used for propaganda for his regime. From 1990 "democracy" came, which made bands making not/less propaganda for MPR. Btw, Franco was forced by Mobutu to make from his band a propaganda band after spending some time in jail when coming back from Brazzaville and getting beated seriously by his soldiers.
