DJ SLY too harsh on Fally I agree that in "Attentat" he weren't too influential but when he put out eternellement he became big very big and before effrakata he was on most shows on tv in Raga tv, rtnc and others koffi was using him a lot by the time effrakata was out he became the second leader as champion left and tyson was quiet he was the second leader after koffi he became very big in affaire d'etat, monde arabe and danger de mort. Fally had already a big fan base before leaving quartier latin obviously ferre gola was the one who'd give him competition as others was not on his level but by the way fally was not a pushover for ferre 3 leaders on stage (Koffi, Fally & Ferre)

There has never been any influential Chef d'orchestre apart from Cindy Le Couer who is basically Artistic Director and Chef d'orchestre as she commands the band more even in interviews despite the presence of the actual chef d'orchestre who is a soloist in Quartier Latin. Cindy is the only one that musicians in Quartier Latin fear,you cross her path or you get close to her,you're out!! 
Fally built himself fans around the globe due to his songs Eternellement and Ko ko ko and his vocals on Monde Arabe but he was never influential because Koffi does everything himself and that includes conducting rehearsals which is usually the job of the Chef d'orchestre. These rehearsal at Quartier Latin have always taken place at Koffi's residences so he's always been hands on so apart from getting more money and more vocals than others in the band,Fally never had power whilst in Quartier Latin compared to for instance the likes of Papy Kakol and Heritier Wanatabe of Maison Mere or even Ferre because Ferre was instrumental in recruitment in his time at Maison Mere but not Fally at Quartier Latin where it was Koffi's older brother or Koffi himself sending emissaries to steal musicians.

If i understood sly's point well,fally did not have that "fear factor" guys like those he mentioned and i think in that case he is quite right

Voila, Fally was boss by paper only, no power as Mopao does everything himself and only Cindy can influence him and the musicians fear Cindy as much as they fear Mopao.

They were not strong enemies but there were periods him and bouro were not talking to each other for example
